Fed: State budgets to be saved by GST, says Access

CANBERRA, Jan 19 AAP - New South Wales and Western Australia will be the big losers
under the GST, according to predictions by an economic think tank.

But Canberra-based Access Economics said the GST would ultimately deliver state budgets
a windfall.

From 2000-2001, Commonwealth funding to the states will come entirely from the GST,
replacing annual grants.

Calculations by Access show that all states would lose money under this formula, were
it not for the Commonwealth promise to make up any shortfall.
